
The Ocean is Going Blind
Weather forecasts, storm warnings, food security and climate models all depend on ocean data. But the system that provides it is at risk of disappearing.
What happens when the system that watches the ocean starts to go dark?
The first signs may not look that dramatic, but here are some of the consequences:
- A weather forecast becomes less accurate.
- A storm warning arrives later than it should.
- A ship takes a less efficient route.
- A fisheries decision is made with older data.
- A coastal city underestimates the risk of flooding.
- A farmer, far from the sea, feels the effects through changing rainfall and rising food prices.
No single failure announces itself as a catastrophe, but together they point to a much larger problem.
– We are not talking about a scientific luxury. We are talking about the information system that allows society to see risk before it arrives, says Louise Biddle.

The cost of going dark
Modern society depends on ocean data, but the system remains fragile, underfunded and largely invisible.
– If these measurements disappear, the consequences will be far greater than wrong weather forecasts.
The problem is that almost nobody sees this system. We see the forecast, not the float. The storm warning, not the buoy. The climate model, not the deep-ocean mooring. The data is everywhere in our lives, but the infrastructure behind it is treated as optional.
That is the central risk. Ocean observation is critical infrastructure, but it is not funded or governed like critical infrastructure. Leading scientists, EU and UNESCO want to change that.
– There is no time to waste, really. This is a comparison:
– Electricity grids are funded because society understands what happens when the lights go out. Roads, ports and telecommunications networks are maintained because their failure would be immediate and visible. Ocean observation is different. Its failure is slower, quieter and harder to explain, until the consequences arrive.
– And they do arrive, is the warning.

A system carried by remarkably few
The fragility is structural rather than any one country’s choice. UNESCO estimates that public investment in sustained ocean observation is €0.85–1.3 billion a year. Enough to cover only 60–70 per cent of what the system requires, and a handful of countries carry most of it. The pattern repeats across the system’s backbone: 153 countries have a coastline, yet only 23 contribute to the Argo float programme, and among the main contributors the number of floats a country operates closely tracks its GDP. The world’s view of the ocean rests on remarkably few shoulders.
That concentration is the real risk. When contributions are voluntary and carried by so few, a budget decision or a political shift in any single capital can dim the picture for everyone. Recent geopolitical turbulence has shown how quickly priorities can move. No one has to switch the system off for it to go dark; it only has to stop being renewed.

Essential infrastructure, but optional funding
Ocean observation still runs largely on voluntary national contributions. It has no strong global investment framework.
It is often treated as a discretionary science budget line: useful, even impressive, but still something that can be cut.
That model no longer matches the scale of the risk.
The ocean is changing rapidly. Heat is accumulating. Sea levels are rising. Marine ecosystems are shifting. Coastal populations are growing. Governments, insurers, food producers, emergency services and energy companies all need better information, not less.
Yet the regions most exposed to ocean risk are often the least observed. Large Ocean States and least developed countries face sea-level rise, storm risk, fisheries disruption and climate instability, but many have fewer observing platforms and weaker data infrastructure.
– If you are exposed to storms, sea-level rise and changing fish stocks, but you do not have access to reliable ocean data, you are forced to make life-and-death decisions with partial information.
– It is a modest investment compared with the massive insight it provides.
Without deliberate policy intervention, the global system will continue to reproduce inequality: the most vulnerable regions will remain the least measured, and therefore the least protected.

The return on seeing the ocean clearly
In June 2026 the US began removing major observing assets, the European Commission adopted OceanEye, an initiative built on a very different framing. Ocean observation, it stated, is essential infrastructure, and not an optional capability. OceanEye proposes an International Alliance to support the Global Ocean Observing System.
The Commission’s own estimate is striking: every euro invested in ocean observing systems returns €5–6 in benefits.
That figure should change the conversation. The question is not whether ocean observation is worth funding. The question is how much risk society is willing to accept by failing to fund it.
– Treating ocean observation as critical infrastructure will change everything. It changes financing, from short-term projects to sustained investment. It changes responsibility, because the users of ocean data include farmers, fishers, shippers, insurers, weather agencies, coastal planners and governments. And it changes politics, because critical infrastructure has consequences when it fails.
GO Ocean exists to set out what the system delivers, what it costs, what is needed to make it resilient, and what governments, businesses, funders and institutions can do.
The ocean cannot be a side issue, experts say. It is the engine of the climate system, a regulator of the global economy and a source of risk and resilience for billions of people.
– If the ocean goes blind, so do we. That is why the system that watches it should be funded accordingly.
