The Ocean Needs Funding

Ocean observation is often framed as a technology challenge, but the real constraint is funding. Without long-term investment and shared responsibility, the instruments will go silent.

A common framing makes ocean observation sound like a technology problem. Build a better float. Deploy more gliders. Send more satellites.

But platforms and sensors are only one part of an observing system. They are not the whole system, and often not the limiting factor. Much of the technology already exists. The real constraint is the ability to fund, maintain and connect it over time.

The global ocean observing system is built from at least five interlocking parts. Like any chain, it is only as strong as its weakest link.

Platforms and sensors

Floats, gliders, drifters, buoys, ships, satellites, eDNA samplers and seabed nodes.

Hardware has improved dramatically. Gliders can stay at sea for months. Floats can profile the deep ocean. Biogeochemistry sensors now run routinely.

This is the visible part of the system, and the part newspapers are most likely to photograph. It is necessary, but not sufficient.

Data flow

A measurement is not useful until it moves.

It must be transmitted, quality-controlled, formatted to an agreed standard, archived, made discoverable and made available. Too much ocean data has historically remained fragmented, inaccessible or stored on individual researchers’ hard drives.

The work of turning data from fragmented to flowing through IODE, ocean data portals and common formats is the difference between an observation taken and an observation used.

Financial architecture

A grant can fund an instrument for three years. A national programme can keep it running for thirty.

That difference matters. Ocean observation depends on continuity. A broken data series cannot simply be repaired later, because the missing measurements are gone. Moving from project-by-project funding to sustained, multi-actor financing — through public budgets, partnerships, philanthropy and blue finance — is therefore as important as any new sensor.

Recognition

Decisions about ocean observation are often made with too few of its users in the room.

Weather services, coastal planners, insurers, shipping companies, food producers and governments all depend on ocean data. Yet the system that produces it is still too often treated as a narrow science issue. Recognising ocean observation as critical infrastructure — in ministerial portfolios, UN frameworks, COP texts and industry standards — is the precondition for sustained financing.

People and partnerships

A satellite is only as useful as the algorithm that reads its data. A glider is only as useful as the pilot who runs it. A regional programme is only as strong as the agencies, universities and partner institutions behind it.

Capacity building in every region, especially in the Global South, is what turns a system designed and financed by a limited number of countries into one that delivers for the world. Without it, the system reproduces data inequity, leaving the least-resourced and often most exposed regions the least observed.

Working in only one part of the system produces narrow gains. A new sensor with no data-flow strategy is disconnected from the world. A funding commitment with no political recognition may not survive a change of government. A clean data portal with no platform investment eventually runs out of data.

The strength of the system comes when the parts move together. No single country, agency or technology company can move all five alone.

GO Ocean is built on that recognition. The campaign brings together expertise in observation networks, scientific coordination, communications, industry, finance and policy. Its partner mapping reaches into multilateral institutions, philanthropy, the private sector, regional alliances and Global South capacity programmes.

The EU’s OceanEye initiative, adopted on 3 June 2026, takes the same systems approach: governance, international alliance, industrial base, education and public engagement. It is one of several routes the campaign asks governments and partners to take.
